If you are planning to cultivate Urad or Arhar during the upcoming Kharif season, it is essential to note that the procedure for obtaining seeds has undergone a complete transformation. The Department of Agriculture has officially discontinued the traditional 'first-come, first-served' model to enhance transparency in the distribution process. According to Rampur Deputy Director of Agriculture, Ramkishan Singh, the entire procedure for the distribution of Urad, Arhar, general seeds, and seed minikits for the 2026 Kharif season has been revamped. This change is designed to ensure that every eligible farmer is given an equal and fair opportunity to receive seeds, eliminating the advantage previously held by those who simply arrived earlier.
Online Application and E-Lottery Process
Ramkishan Singh clarified that farmers are now required to register online to become eligible for seed allocation. Once the applications are processed, the list of beneficiaries will be selected through an e-lottery system. The online booking portal was originally opened on April 14, 2026. However, for the seeds that remained after the completion of the first phase of auto-confirmation and lottery, the department reopened the online application window starting from July 8, 2026. Farmers who missed the initial application period or were not selected in the first round are now permitted to submit their applications again during this window.
Supervision by District Level Committee
The entire selection process is being monitored by a district-level committee functioning under the chairmanship of the District Magistrate. By utilizing an e-lottery system, the authorities aim to ensure that the selection process remains entirely impartial and transparent. The department believes that implementing this digital framework will significantly reduce grievances and ensure that the benefits of government schemes reach the farmers in genuine need more effectively.
How to Apply
Farmers who wish to apply online can visit the Department of Agriculture's 'Krishi Darshan-1' portal to complete their registration. For those who encounter technical difficulties while using the online portal, assistance is available at the nearest Jan Seva Kendra or through local field employees of the Agricultural Department. The department has advised farmers not to wait until the final deadline to avoid potential technical glitches during the submission process. The long-term goal of this initiative is to supply high-quality seeds to as many farmers as possible, thereby facilitating a successful harvest in the Kharif season and ultimately increasing the agricultural income of the farmers.
