Senior IAS officer Amrit Lal Meena, who journeyed from a modest village in Rajasthan's Karauli district to reach the pinnacle of the Bihar bureaucracy, has shouldered a massive national responsibility. Following his retirement as the Chief Secretary of Bihar, he has been inducted into a high-power task force constituted to overhaul the nation's examination framework and make it completely foolproof and transparent.
High Power Task Force Formed to Reform NTA
This six-member task force has been tasked with recommending rigorous structural reforms to render the National Testing Agency or NTA examination mechanism more secure, transparent, and credible. The high-profile panel is chaired by Infosys co-founder Nandan Nilekani. Meanwhile, the retired IAS officer from Karauli has been brought on board as a logistics expert to streamline the operational bottlenecks.
Nearly Four Decades of Administrative Experience
An official who managed critical administrative responsibilities for nearly four decades will now channel his vast expertise into improving competitive examinations across the country. Amrit Lal Meena is a 1989 batch IAS officer of the Bihar cadre. He served as the Chief Secretary of Bihar from August 2024 to August 2025. Prior to that, he held key positions including Secretary in the Union Ministry of Coal and handled vital logistics assignments within the central government.
Humble Beginnings and Early Struggles in Dabra
Amrit Lal Meena originally hails from Dabra village in Karauli. According to his family, his foundational education took place in a village government school. He later moved to Gangapur City for higher studies. Despite facing financial hardships, he made education his greatest strength. His younger brother and PWD XEN Sharad Kumar shared that Amrit Lal was exceptionally gifted in academics right from the beginning, ensuring that financial constraints never became roadblocks in his pursuit of success.
Engineering Degree at MNIT and First-Attempt UPSC Success
For his professional education, Amrit Lal Meena pursued electrical engineering from MNIT Jaipur. Subsequently, he prepared for the UPSC civil services examination and achieved his dream of becoming an IAS officer in his very first attempt. He cleared the exam in 1989 and was assigned the Bihar cadre. Serving across various districts and departments of Bihar, he steadily climbed the bureaucratic ladder to reach the apex position of Chief Secretary in August 2024.
Continued National Service Post Retirement
Retirement from the post of Chief Secretary in August 2025 did not mark the end of Amrit Lal Meena's administrative journey. The central government has now included him in the six-member expert task force of the NTA, aimed at crafting a comprehensive roadmap for large-scale reforms in the country's examination ecosystem.
Deep Roots and Faith in Native Village Tradition
Despite reaching the highest echelons of power, Amrit Lal Meena maintains a strong emotional connection to his native roots. Family members note that he holds deep reverence for the local deity Kshetrapal Baba in Dabra village, Karauli. Whenever he visits his hometown, he makes it a point to seek blessings at the temple. Rising from a small village in Karauli to head the bureaucracy of Bihar and now shaping national-level exam reforms is a matter of immense pride for the entire region.
