A wave of shock and anger gripped Kanpur after the mutilated body of 23-year-old law student Ruchi Pal, who had been missing for four days, was discovered in bushes along railway tracks in the Dabouli West area of Govind Nagar on Friday. The discovery came after her family members located one of her slippers near the tracks and insisted on a police search of the surrounding terrain. Approximately 200 metres from where the slipper was recovered, searchers uncovered her decomposed body concealed within dense foliage. The gruesome discovery triggered intense grief and protests from the family, who strongly accused the local police of deliberate negligence and fatal delays during the initial search efforts. Forensic specialists quickly arrived at the scene to gather material evidence, after which officials took custody of the body and dispatched it for a post-mortem examination.
Departure for Evening Tuition and an Unreachable Mobile Phone
Vimal Pal, a resident of Dabouli West, operates a small tea stall in the Factory Area to support his household. His family includes his wife Guddi Devi, their daughter Ruchi, and their son Vinay. Ruchi was an ambitious second-year LLB student who balanced her legal studies by tutoring local schoolchildren to help support her household financially. According to her father, she departed from home around 6:00 pm on the evening of September 28 to conduct her regular tutoring sessions. Her daily schedule involved teaching her first batch from 6:30 pm to 7:30 pm, followed immediately by a second batch from 7:30 pm to 8:30 pm. Under ordinary circumstances, she consistently returned home by around 9:00 pm.
However, when Ruchi failed to arrive by 10:00 pm that night, her parents grew anxious and repeatedly dialled her mobile phone, only to discover that the device was switched off. Sensing immediate danger, family members combed nearby streets and questioned acquaintances. Around midnight, the family contacted emergency response personnel via dial 112. Police officers arrived at the home, conducted preliminary inquiries, and left, leaving the distraught family to continue their own search throughout the late night hours.
Family Shunted Between Police Posts While Reviewing CCTV Themselves
Vimal Pal alleged that during that first night, family members went directly to the Ratanlal police outpost to register a formal complaint regarding Ruchi's sudden disappearance. Instead of initiating an immediate hunt, personnel directed them to visit the Factory Area police outpost instead. When the family visited the Factory Area outpost the following day, pleading for an urgent search, officers reportedly instructed them to simply remain patient and wait. Frustrated by the lack of ground-level police mobilisation, relatives undertook the investigation themselves by examining surveillance recordings from private closed-circuit cameras situated across the neighbourhood.
Footage from a camera in Dabouli West showed Ruchi walking along the road, but cameras further along her expected route yielded no further signs of her passage. Her relatives maintained that had law enforcement agencies launched an immediate, coordinated ground search across the local transit corridors, Ruchi might have been traced in time to avert her death. The family contends that precious initial hours were squandered due to procedural apathy.
Contacts Discovered in Personal Diary Prompt Questioning of Two Men
While examining Ruchi's personal belongings during the search, relatives discovered a personal diary containing the contact details of a youth named Omveer. When the family contacted Omveer directly, he explained that he had communicated with Ruchi approximately one year prior. Omveer also shared details and contact information for another individual named Adarsh Mishra, which the family promptly relayed to investigating officers.
Relatives alleged that while officers summoned both Omveer and Adarsh Mishra to the police post for questioning, both individuals were released shortly thereafter without an exhaustive inquiry. Law enforcement authorities now state that their statements, alongside Ruchi's recent communication history and her final movements, form an integral part of the broader murder probe currently underway.
Slipper Located Near Tracks Leads to Mutilated Remains 200 Metres Away
On Friday, relatives resumed their independent search around the railway lines in Dabouli West. During the search, they spotted one of Ruchi's slippers lying abandoned beside the tracks. The family gathered the slipper and presented it to police personnel. Her father alleged that rather than reacting immediately, officers demanded proof demonstrating that the footwear indeed belonged to his missing daughter.
Faced with persistent pressure from the agitated family, a police contingent accompanied them into the brush bordering the railway corridor. Approximately 200 metres away from where the slipper lay, officers and family members uncovered Ruchi's mutilated remains hidden in the undergrowth. The sight caused immense distress among family members. A forensic team was promptly dispatched to the location to document the crime scene and retrieve critical physical evidence, including soil samples and potential prints.
Father Condemns Police Apathy: We Searched for Four Days While Police Demanded Proof
Speaking outside the mortuary, an inconsolable Vimal Pal criticised the handling of his daughter's disappearance by local police personnel. He recounted how the family spent four continuous days pleading with authorities to inspect the railway perimeter and surrounding dense thickets, only to encounter routine delays. He stressed that had the area been rigorously combed immediately after she vanished, the outcome could have been different.
Pal pointed out that the family had to carry out crucial investigative tasks on their own, from reviewing closed-circuit camera recordings and tracking down contacts from her diary to physically locating her discarded slipper along the railway tracks. He expressed profound grief that officers repeatedly asked for evidence rather than actively generating leads, leaving a grieving father to uncover his daughter's remains through his own persistence.
Aspiring Lawyer Hoped to Relieve Her Father of Running a Tea Stall
Ruchi was deeply dedicated to her legal education and aspired to build a career as a practising advocate upon completing her second-year LLB curriculum. Her father recalled through tears how dedicated she was to her studies, frequently telling him that once she became a lawyer, she would ensure he no longer had to run a tea stall and could finally rest. She viewed her legal career as a pathway to uplift her household.
Her mother, Guddi Devi, wept uncontrollably as she recalled their final conversation on the evening of September 28. She stated that Ruchi had taken tea with a cheerful smile before stepping out of the house to teach her students. The family never imagined that she would return as a murder victim. The household remains devastated by the violent loss of their daughter.
Police Register Murder Case Under BNS 103 and Promise Probe Into Lapses
Addressing the development, Deputy Commissioner of Police (South) Deependra Nath Choudhary confirmed that the young woman's body was recovered from bushes adjacent to the railway tracks. Following a written complaint submitted by her relatives, an official murder case was registered under Section 103 of the Bharatiya Nyaya Sanhita (BNS). The body was formally sent for an autopsy to determine the precise time and cause of death.
DCP South Choudhary stated that the allegations of administrative neglect and procedural delays raised against police personnel by the victim's family would also be thoroughly investigated. Special investigation teams are actively analysing the circumstances surrounding her arrival at the secluded location, her post-mortem findings, and the individuals she interacted with leading up to her disappearance.
